The Living Well and Early Help Service (LWEH) was established to help the island address some of the demographic challenges which present themselves. One in five of the population is over the age of eighty years old, and there is higher than national average population of adults with learning disabilities on the Isle of Wight.

The significant challenge of ensuring adults on the island gain or regain the right levels of independence, to meet their own objectives is key to sustaining people away from statutory services both at a health need and social need level.

Over 55% of older people living on the island do not meet the financial threshold to receive state funded social care, so they are required to make their own arrangements. Over 40% of those people who approach Adult Social Care for help are deemed not to be eligible for statutory care.

The importance to have a holistic service to meet the optimum need of individuals not eligible for statutory services, ensures individuals have sustainable care journeys within our community and with minimal statutory service input.

The service is jointly commissioned and funded by the Isle of Wight Council and the NHS Hampshire, Southampton and Isle of Wight Clinical Commissioning Group.

The matter to be considered is the continuation of the Local Authority funding contribution for the service.
