Reason for urgency:
The urgency for the making of the intended decision is because the Ministry of Justice requires a decision to be made by the local authority by 31 March 2021 due to government funding only be available to that date and the making of such intended decision cannot be reasonably deferred due to that deadline. (The Forward Plan had contained notice of this proposal and it was considered at Cabinet on 11 March 2021 where it resolved that further negotiations were to be undertaken and now have been undertaken, leading to wish to make the intended decision within the time deadline).
