Minutes:

Consideration was given to items 1 - 2 of the report of the Strategic Manager for Planning and Infrastructure Delivery.

 

RESOLVED :

 

THAT the applications be determined as detailed below :

 

The reasons for the resolutions made in accordance with Officer recommendation were given in the Planning report.  Where resolutions are made contrary to Officer recommendation the reasons for doing so are contained in the minutes.

 

A schedule of additional representations received after the printing of the report were submitted at the beginning of the meeting and were drawn to the attention of Members when considering the application. A note is made to that effect in the minutes.

Proposed infrastructure works in connection with outline for mixed use community hub and business park application 19/00922/OUT (Revised plans showing changes to the red line site/ location plans, proposed revised junction at the south west corner of the site and Smallbrook Lane, associated changes to internal road layout, drainage & landscaping, changes to proposed passing bays within Smallbrook Lane and the alignment of existing hedgerows. Additional off-site highway works related to the junctions between Great Preston Road and Nicholson Road and Great Preston Road and Smallbrook Lane. Additional information relating to ecology & nitrogen impacts, tree protection, highway impacts, rights of way works, drainage and landscaping. Additional Representations:

Officers provided clarification regarding Ryde Town Council’s comments regarding the applications, there had been a few minor amendments to the proposed conditions and comments had been received regarding the strength of the bridge within Smallbrook Lane, Island Roads had confirmed no strengthening works were required.

Comment:

Councillor Michael Lilley spoke as Local Member on this item.

 

The Chairman had agreed to allow the Deputy Leader to speak to the Committee on this item.

 

Concern was raised regarding the road network and the reasons Island Roads had given in their submission, officers advised that phase three of the development would not proceed until improvements at the junction of Westridge Cross were completed and a contribution made for various junctions in Ryde. Island Roads advised that it would not be appropriate to include a condition requiring at Traffic Regulation Order (TRO) relating to restrictions for heavy goods vehicles within Smallbrook Lane, given the potential for such a process to be unsuccessful.

 

There was some discussion regarding the proposed drainage ponds and were advised that these were for ecological gain and to provide sustainable surface water management which would slow surface water entering Monkton mead Brook, conditions were proposed to ensure the management of this part of the site.

Decision:

The Committee had taken into consideration and agreed with the reasons for the recommendation as set out under the paragraph entitled Justification for Recommendation of the report and

THAT the application be approved
