Concern was raised that the public questions had not been circulated to all members of the Planning Committee.

Consideration was given to item 1 of the report of the Strategic Manager for Planning and Infrastructure.

         

RESOLVED :

         

          THAT the application be determined as detailed below :

         

The reasons for the resolutions made in accordance with Officer recommendation were given in the Planning report.  Where resolutions are made contrary to Officer recommendation the reasons for doing so are contained in the minutes.

Details:

Continued use of land for keeping of horses including retention of stable block; proposed all weather menage area

Site Visits:

The site visit was carried out on Friday, 2 July 2021.

Comment:

Councillors Price and Quirk had not been present at the arranged site visit so therefore in accordance with the council’s constitution did not take part in the debate or vote on this item.

 

It was noted that following concerns raised during the site visit regarding code of conduct, the Monitoring Officer had been contacted and any alleged breaches of the Code of Conduct would be dealt with separately and the Committee were advised that their role was to consider the application being presented.

 

Councillors asked whether changes to the stables approved in 2016, including a small hay barn to the rear would form part of the application. Officers confirmed that the application did not include the hay barn and that it would not form part of the determination. Councillors also asked whether the Planning Authority has looked into the hay barn, given that it did not benefit from planning permission. Officers confirmed that it had been looked into during a formal complaint relating to the site, and confirmed that it was not considered to result in harm, being screened by a hedge and the existing stables.

 

Concern was raised regarding drainage on the site, it was explained that it was unusual for the Planning Authority to include a drainage condition on this type of application given the type of material in the land, it was considered that rain water would naturally drain off the site and a high level of run off was not expected. The proposed menage would be cut into the land, but not change land levels and covered in chalk and rubber crumb which would allow water to naturally soak away.

 

A proposal to accept the officers’ recommendation was proposed and duly seconded.

         

An amendment to include a condition regarding drainage was proposed, which was seconded.

 

A short adjournment was taken for a condition to be drafted.

         

Following debate, a vote was taken on the amendment the results were as follows:

         

That the amendment was carried. A vote was then taken on the substantive motion the results of which were as follows

THAT the application be approved with the inclusion of an additional condition regarding drainage.

Urgent Business

To discuss proposed Planning Committee dates until March 2022.

Minutes:

The Chairman explained that there were a number of proposed date changes to Planning Committee to move to a four weekly cycle due to a backlog of applications that had been received by the Planning department.

Councillor Chris Quirk had submitted  a number of questions (MQ/9/21) following the answer to his first question Cllr Quirk withdrew his other questions.
