26.

Public Question Time - 15 Minutes Maximum

27.

Chairman's Update

The chairman to verbally update the board on progress on actions since the last meeting, including actions that have not been dealt with as a separate agenda item and to invite partners to advise on any extraordinary issues which may affect the work of the board.

Minutes:

The Isle of Wight Council’s Chief Executive provided the board with an update on the development of the Integrated Care System had been delayed until July 2022 as the Health and Care Bill had not been through Parliament. The Island had been put forward for a pilot project with the support from the ICS for work around population health management and population wellbeing that would commence in the next few months. It was noted that government changes to covid rules from today, mainly around face coverings.

Covid-19 Update

To receive an update on the current Covid-19 situation.

Minutes:

The Director of public Health advised the board that infection rates were coming down, however a rise in cases for the 0–9-year-olds had been seen, this group were not eligible for a vaccine and mixing at school, children predominantly were not becoming seriously ill with covid.

Island Covid-19 Recovery Plan

To receive an update on the Covid-19 recovery plan.

Minutes:

The Director for Regeneration provided an update on key issues, it was noted that a new grants scheme had been re-entered to support businesses who had been affected by the Omicron variant. Housing needs had been a top priority within the short and medium term, the lord lieutenant had lead on a concept of an invitation from the national lottery to provide a strategic response to structural issues affecting the Island, and partnership working would be required. The unemployment rate had not been as badly affected as had been feared and the Island was doing well in measuring and identifying where the priorities needed to be.

 

The Board thanked the island community on attendance rates, catch up funding for education would be the responsibility of schools to apply for  funding.

 

Recruitment and retention was important on the Island as some areas were struggling to fill vacancies and keep staff, the board felt this was an important issue and needed to be a priority going forward. Housing was also an important issue which had other related issues, such as impacts on people’s mental health, and pressures on families. This was a pre-pandemic issue and the board were advised that 400 houses had been built on the Island in 2021.

 

It was vital that the partners worked together to help the work force crisis across services, they were advised that the ICP were focused on active workforce across care and courses were due to be held again, an update would be provided to the board.

The Director of Public Health advised that this was the first part of the process, focus on covid-19 and the impact the first two waves had on people’s wellbeing, prior to the pandemic health was not improving, people were living longer in poorer health. How the population had been impacted by the pandemic, it was noted that younger people and women were more likely to experience long covid. Vulnerable mental health wellbeing had been carefully considered, lifestyles had been impacted particularly around fitness levels and diet. Key areas of focus had been identified across the island. It was suggested that a workshop be arranged to discus this matter further and bring those discussions back to the board.

 

It was acknowledged that Covid had, had a significant impact on island resident’s mental health and wellbeing.

 

The Voluntary Sector representative announced that £50,000 to launch a small grants fund to support the voluntary sector and community groups to develop projects to enable a network across the island to provide support for people’s mental health.

 

It was noted that this was a key piece of work for the board across the partner organisations and it was important everyone understood where they fed into the process.

ICP Health and Care Plan pdf icon PDF 921 KB

To receive a presentation on the Health and Care Plan.

Minutes:

The Programme Director for Strategy at the IW NHS Trust advised the board that the existing Health and Care plan expires April 2022, this was being refreshed using extensive data available, the new plan needed to be aligned with the health and wellbeing strategy. The existing plan had been impacted by covid due to resources being transferred to assist with covid support, items that had not been completed on the existing plans would be carried over to the new plan.

 

Working together was key to deliver an integrated fragility pathway, this would be accelerated before the launch of the refresh of the Health and Care plan.

 

The board were advised that the refreshed Health and Care plan would be discussed at the ICP board in February 2022 explaining how it linked to Health and Wellbeing Strategy and the first in depth draft would be in March with public facing document available to the public in April 2022 and launch in May 2022.

 

It was noted that the carers strategy and dementia strategy would be considered by Cabinet in March 2022.

Councillor Debbie Andre had been approached by People Matter to request a seat on the board, it was advised that the Voluntary Sector had a representative on the board and there was a route to the board via that representation.
