A written question was received from Mr M Jefferies on behalf of Ventnor Town Council ((PQ 01-23) regarding the proposed Traffic Regulation Order in St Catherine’s Street, Ventnor. The question was read out by the Deputy Leader and a response provided, indicating that a written reply would be sent.

 

A written question was also received from Mr S Cowley (PQ 02-23) regarding the sale and closure of Yarmouth Primary School site. The question was read out by the Deputy Leader and a verbal response given.

That the 2023/24 school funding formula and wider Dedicated Schools Grant budget allocations detailed in Appendix 1 and 2 to this report be approved.

 

Minutes:

This was an annual report to Cabinet with the funding arrangements for the 2023/24 financial year. The report had been circulated to members prior to publishing. The deadline to inform DfE of the decision was 20 January 2023 to be applied from April 2023. The final formula from the DfE had only been received just prior to Christmas and staff were thanked for their prompt action in finalising the report. A question was raised regarding the 4.3% uplift to free school meals and whether this applied locally or nationally. This would be clarified by the Cabinet Member for Children’s Services, Education and Lifelong Skills.

 

RESOLVED:

 

That the 2023/24 school funding formula and wider Dedicated Schools Grant budget allocations detailed in Appendix 1 and 2 to the report be approved.

Option 3: To approve the proposed restrictions that are subject to this report in relation to The Isle of Wight Council (Various Streets, Ryde) (Traffic Regulation) Order No1 2022 and The Isle of Wight Council (Residents’ Parking Places) Order 1 2022 with amendment - to abandon the proposals in some locations, and to implement the rest of the restrictions.

 

In agreeing this option, Cabinet agrees not to deliver the TRO schemes as proposed in the Ryde area at Church Lane/Pitts Lane, Binstead and at Newnham Road, Binstead at this time.

 

 

Minutes:

This was part of a programme of review of Traffic Regulation Orders (TROs) coming forward to address safety concerns rather than simply to remove off-road parking for other reasons. Some proposals were administrative corrections in relation to previous TROs. In response to a query raised, it was confirmed that the proposals resulted from the previous safety register. Staff were thanked for their work in bringing these proposals forward. There would be more schemes to come, and it was proposed that they would be reviewed on a regular basis.

Cabinet Member Announcements

To invite Cabinet Members to provide a brief update on matters concerning their portfolio.

Minutes:

The Cabinet Member for Community Protection, Regulatory Services and Waste wished to reassure residents that they were still able to take upholstered furniture to the Household Waste Recycling Centre, however items that were in good condition with the correct fire safety labels could be collected for free by certain charities. There was information on the council’s website in relation to free collection.

 

The Cabinet Member for Planning and Enforcement reported that in relation to the Draft Island Planning Strategy there would be a motion to Full Council on 18 January following government changes to planning and the Levelling- Up Bill. Should Full Council agree to postpone the decision, there would be a briefing for all councillors on Monday 23 January.

 

The Cabinet Member for Levelling Up, Regeneration, Business Development and Tourism gave an update on the Cultural Development Fund award from the Arts Council for the old ‘Packs’ building in Ryde and reported that a design team had now been appointed.

 

Work was progressing with the team at the film studios at East Cowes. A ‘meet the team’ was to be held to discuss the skills etc that would be needed to get the studios up and running.

 

Following the government’s acceptance of the council’s plan to use the Shared Prosperity Fund, three new area managers had been appointed for place-making. This was fully funded for a three-year period.

 

Members and staff were encouraged to obtain the ‘One Card’ for use at the council’s leisure facilities.

 

The Cabinet Member for Strategic Finance, Transformational Change and Corporate Resources reported that he had completed the planning consultation and encouraged others to do likewise, although the document was challenging to complete. The council’s budget consultation was underway and had so far been very successful in the number of responses compared to the previous year.

Cabinet Members to identify decisions which need to be amended, added or to be removed from the Forward Plan.

Minutes:

It was noted that the Isle of Wight festival land hire agreement due for February’s Cabinet was under the portfolio of the Cabinet Member for Levelling Up, Regeneration, Business Development and Tourism, and the Forward Plan should be amended accordingly.

 

The Council Tax Premiums on Second Homes and Empty Properties had been deferred on the advice of the Monitoring Officer and further advice from the LGA, as the legislation was still in draft form and had not yet received Royal Assent. Confirmation was given that the legislation would not apply to Town, Parish and Community Councils as they were not billing authorities.
